From MEPS list: Save the Date for MEPS Data Users Workshop
AHRQ will be conducting a two-day hands-on MEPS Data Users Workshop in Rockville, MD on May 6-7, 2009.
Day 1 of this workshop will consist of lectures designed to provide a general overview of the Medical Expenditure Panel Survey (MEPS) including information about the survey design, file content, and the construction of analytic files. Particular emphasis will be on health care utilization, expenditures, and medical conditions.
On day 2 participants will apply the knowledge gained from the previous day's lecture to formulate a research plan that utilizes the various MEPS-HC files and linkage capabilities. A PC will be available for each participant.
After attending this workshop, each participant will gain enough knowledge to construct an analytic file and begin to conduct analyses. All attendees should have basic SAS programming skills. Programmers and AHRQ staff will be available to provide assistance.

American Community Survey Alert, Number 64: The ACS Compass Products -Educational Materials for ACS PUMS Data Users
The U.S. Census Bureau released 2007 ACS 1-year Public Use Microdata Sample
(PUMS) files September 2008 and the 2005-2007 ACS 3-year PUMS files January
2009. Now, to aid in the use of these files, the Census Bureau has released
two new ACS Compass Products for PUMS data users.
PUMS files are different from the summary Census data products familiar to
many data users. The PUMS files are a sample of the actual responses to the
ACS where all responses have been edited to protect the confidentiality of
all individuals and of all individual households. These files provide data
users with the flexibility to prepare customized tabulations for detailed
research and analysis. Some data users find they require guidance for using
the PUMS files for the first time and to address this need the Census
Bureau has produced the following materials to educate data users on how to
access and use the ACS PUMS files:
What Public Use Microdata Sample (PUMS) Data Users Need to Know - This
handbook explains how the PUMS files differ from pre-tabulated ACS data
products, how to access PUMS data, and some ways to produce your own
tables. Data users already familiar with PUMS files available from Census
2000 can use this handbook to learn how those files differ from the ACS
PUMS.
Introduction to the Public Use Microdata Sample (PUMS) File from the
American Community Survey - This presentation provides an explanation of
the PUMS file, the available geographies, and how to access these data.

From Stata: Access all the memory on your Mac; 64-bit now available
Stata for Mac can now take advantage of greater processing power and memory. 64-bit computers process larger blocks of information at a time and can directly address more memory than their 32-bit predecessors. From ICPSR: Announcement of 2009 ICPSR Summer Program in Quantitative Methods of Social Research
The Inter-University Consortium for Political and Social Research (ICPSR) is pleased to announce the 2009 Summer Program in Quantitative Methods of Social Research.
As many subscribers to this list already know, the main component of the ICPSR Summer Program is held on the campus of the University of Michigan, in Ann Arbor. Lectures and workshops on a wide variety of topics in research design, quantitative reasoning, statistical methods, and data processing are presented in two four-week sessions. The first session runs from June 22, 2009 until July 17, 2009. The second session runs from July 20, 2009 until August 14, 2009. The contents of the two sessions are largely independent of each other, although some second-session workshops do assume that participants are familiar with material from first-session courses.
The 2009 ICPSR Summer Program will also offer a number of three- to five-day workshops on both statistical and substantive topics throughout the summer. These shorter workshops are held in a variety of locations: Amherst, MA; Ann Arbor, MI; Bloomington, IN; Chapel Hill, NC; and New Haven, CT.

The complete course list for the 2009 ICPSR Summer Program is provided below. We would like to draw your attention to several new and revised features in this year’s Program. First, we would like to mention several new statistical courses: A five-day workshop on “Empirical Models for Time-Series Cross-Section Data,” another five-day workshop on “Multilevel Models for Longitudinal Data using SAS,” a workshop during the first four-week session on “Introduction to Programming with R,” and workshops during the second-four week session on “Complex Systems Models in the Social Sciences,” “Causal Inference for the Social Sciences,” and “Longitudinal Analysis of Historical Demographic Data.” Second, we have expanded our offerings in the field of network analysis. There are two introductory workshops (a three-day course held in Amherst, MA and a five-day course in Chapel Hill, NC), a five-day workshop on theory and methods of network analysis (held in Bloomington, IN), and two more advanced workshops (“Network Analysis: An Accelerated Introduction” and “Network Analysis: A Second Course”). Third, we are offering two sections of the popular workshop, “Hierarchical Linear Models I: Introduction.” One will be held in Amherst, MA and and the other will be in Bloomington, IN. Finally, there are several innovations in the Hubert M. Blalock Lecture Series in Advanced Methods of Social Research, such as an expanded, two-week, series of lectures on “Data Mining” and a series of three lectures on “New Strategies for Regression Anaysis: Dimension Reduction and Inverse Regression.” By introducing these new courses, we are responding to the expressed interests of the social scientific research community, and providing coverage of statistical procedures that are receiving increasing attention within methodological circles.

New Zealand’s Ministry of Internal Affairs announced today the launch of a new Web site that offers online access to New Zealand’s historical birth, death and marriage records. To protect the privacy of living people, the following historic data is available:
* Births that occurred at least 100 years ago
* Stillbirths that occurred at least 50 years ago
* Marriages that occurred at least 80 years ago
* Deaths that occurred at least 50 years ago, or the deceased’s date of birth was at least 80 years ago
Searches are free, and certificates can either be purchased as a digital image to be downloaded immediately, or as a paper certificate sent through the mail.

From IES Newsflash: Using NCES International Databases for Research and Policy Discussion

The National Center for Education Statistics within the Institute of Education Sciences will sponsor a 3-day seminar on the use of NCES International Databases to include: the Program for International Student Assessment (PISA), the Trends in International Mathematics and Science Study (TIMSS), and the Progress in International Reading Literacy Study (PIRLS).
This seminar is open to advanced graduate students and faculty members from colleges and universities nationwide, and to researchers, education practitioners, and policy analysts from state and local education agencies and professional associations. In order to better accommodate an expected high level of interest in the training, we will accept up to 30 applicants this year instead of 15 (as done in previous years).
There is no fee to attend this seminar. NCES will provide training materials as well as computers for hands-on practice. NCES will also pay for transportation, hotel accommodations, and a fixed per diem for meals and incidental expenses during the training seminar. All applications should be received no later than Friday, April 3, 2009. Applications will be reviewed and selected candidates will be informed by April 17, 2009.

From Census Product Update (2/20/2009): Hot Tip - CPS-ASEC Interviews Currently Underway
On February 15, nearly 2,000 Census Bureau field representatives began interviewing about 100,000 households across the nation for the Annual Social and Economic Supplement (ASEC) to the monthly Current Population Survey (CPS). Results from the CPS-ASEC collected in February through April of each year enable the following high-profile indicators to be updated annually by the Census Bureau: median household income, official poverty rate and percentage of people without health insurance coverage. The Census Bureau's monthly Current Population Survey, which dates from 1942, is the longest-running household survey in the country. More information about this survey can be found on our website.

Malaria Control in Urban Africa: challenges and methodological approaches
Urban malaria is often characterized by focal transmission and prevalence levels impacted by a myriad of factors (e.g. political, social, economic, environmental and behavioral). Improved understanding of the most important determinants of malaria transmission is dramatically improved when spatially explicit approaches are used. They allow the assessment of local heterogeneities, and facilitate the planning of targeted interventions. This presentation will discuss the challenges of designing and implementing a malaria control program based on a current on-going intervention in In Dar es Salaam, Tanzania. Methodological approaches combining GIS, spatial analysis and remote sensing applied to multiple data sources (entomological, household, and parasitological data) were crucial for the planning and implementation phases, and are of utmost important for routine surveillance and evaluation.

Three statistical agencies made the following announcements today:
· The National Center for Health Statistics indicates that due to budget shortfalls it is cutting the sample size of the 2009 National Health Interview Survey by more than half and will not field the annual National Hospital Discharge Survey in 2009. See http://edocket.access.gpo.gov/2009/pdf/E9-3797.pdf.
· The Bureau of Economic Analysis published its final rule regarding cuts in the scope of the Foreign Direct Investment in the U.S. survey (BE-15), including the elimination of state-level data on manufacturing employees, gross property, plant, and equipment, and commercial property. BEA says it “recognizes the utility and importance of these data items, but due to resource constraints, it is unable to reinstate these items at this time.” See http://edocket.access.gpo.gov/2009/pdf/E9-3705.pdf.
· The Energy Information Administration says it plans to carry out the quadrennial Residential Energy Consumption Survey (RECS) in 2009. U.S. Census Bureau Press Release (12/2/2008): Census Bureau Announces a New Product for Tracking Business Activity
The U.S. Census Bureau announces the release of the Business Dynamics Statistics (BDS), a data series that allows users to track annual changes in employment for growing and shrinking businesses at the establishment level.
There are more than 6 million establishments with paid employees in the United States. These businesses are dynamic: opening and closing, adding and losing employees.
The BDS monitors this activity, tracking annual job creation and destruction at the establishment level using elements not found in similar databases, such as firm age and size. Tracking by firm age, for example, allows users to distinguish between new establishments of new firms and new establishments of mature firms. These statistics are crucial to understanding current and historical entrepreneurial activity in the U.S.
“The Business Dynamics Statistics provide data users unprecedented information on the life cycle of U.S. businesses,” said Ron Jarmin, chief economist at the U.S. Census Bureau. “These rich new data will fundamentally change the way people think about job creation and economic growth.”
A number of key economic data items are tabulated by the Business Dynamics Statistics, including number of establishments, establishment openings and closings, employment, job creation and destruction, and job expansions and contractions.
Analysts and policymakers need to understand business activity and the process of job creation to enable informed decision making. One novel feature of the BDS is that the activity of young entrepreneurial businesses can be comprehensively tracked by industry, state and over time.
“The dynamics of businesses in our economy are so important to our economic growth, yet this is an area we are just beginning to understand. These data give the public, policy makers and researchers access to business dynamics information in a level of detail we have never had before,” said Robert Litan, vice president of research and policy at the Ewing Marion Kauffman Foundation.
The Business Dynamics Statistics results from a collaboration between the U.S. Census Bureau’s Center for Economic Studies and the Ewing Marion Kauffman Foundation. The information is compiled from a database of establishments and firms tracked over time known as the Longitudinal Business Database.
The Business Dynamics Statistics provide annual statistics from 1976 to 2005 by firm age and size. Annual files are also provided at the state level for Standard Industrial Classification sectors and for the economy as a whole.

From SCF list: 2007 Survey of Consumer Finances Data Release
Dear SCF User,
This afternoon we are posting the public version of the data and documentation from the 2007 Survey of Consumer Finances at http://www.federalreserve.gov/pubs/oss/oss2/2007/scf2007home.html. Two items are missing from this initial posting: the extended tables we usually offer that expand on those in the Federal Reserve Bulleting articles about the survey (see http://www.federalreserve.gov/pubs/bulletin/default.htm) and the tabling wizard. These files have been delayed by technical problems; we expect them to be posted on February 17th. The new format of the SCF chartbook offers much of the information normally found in the tables.
Some of the data and documentation are being changed for survey years before 2007 (see http://www.federalreserve.gov/pubs/oss/oss2/changes.html). In addition to correcting a number of small errors and clarifying some points, we are also providing somewhat expanded data from the 2004 survey. Users of the data and documentation are encouraged to refresh any local copies they have of such information from the SCF.

Minorities at Risk (MAR) Releases 2004-2006 Quantitative Update
The Minorities at Risk Project is pleased to announce the release of
updated quantitative data for its core dataset. This update covers 282
ethnopolitical groups for the years 2004 to 2006. The new data are
available on MAR’s website at www.cidcm.umd.edu/mar/data.asp. Updated
qualitative data will be available through the same site in March.
In 2006, MAR project staff conducted a review of the approximately 400
variables that had been part of the various phases of the MAR project
with special attention to the 125 variables that were the focus of Phase
IV. Project staff identified several categories of variables: those most
frequently used in scholarly analysis; those somewhat used in scholarly
analysis; and those only rarely used or not used at all in scholarly
analysis. Additionally, project staff also noted what variables were
central to multiple theories of ethnic conflict. Based on the analysis
and in consultation with the MAR Advisory Board, a total of 71 variables
were selected as being “core” variables. Of the “core” variables, some
-- including the most frequently used variables in past analyses -- are
unchanged from previous phases of the MAR dataset. Other variables were
reformulated to facilitate either collection or statistical analysis of
the data. Finally, several variables were added to the dataset.
Project staff members are currently reviewing past coding systematically
in order to release a single, integrated dataset coded on an annual
basis from 1980 through 2006. This effort focuses initially on variables
in the first 2 categories, with some attention given to reformulated
variables. Back-coding of new variables and reformulated variables that
can not be constructed from previously coded data will not be undertaken
until funding sources can be procured for such an endeavor.

New IES Report from the National Center for Education Statistics: "After-School Programs in Public Elementary Schools"
The National Center for Education Statistics within the Institute of Education Sciences has released the report "After-School Programs in Public Elementary Schools."
This study provides a national profile of various types of formal after-school programs physically located at public elementary schools in 2008. These programs included stand-alone programs that focus primarily on a single type of service (e.g., only day care) and broad-based programs that provide a combination of services such as academic enrichment and cultural activities. This report focuses on four broad types of after-school programs: (1) fee-based stand-alone day care programs for which parents paid fees; (2) stand-alone academic instruction/tutoring programs that focus exclusively on academic instruction or tutoring, including Supplemental Educational Services in schools that did not meet Adequate Yearly Progress; (3) the 21st Century Community Learning Centers (21st CCLCs) administered through the federally funded 21st CCLC Program to provide academic enrichment opportunities; and (4) other types of formal stand-alone or broad-based after-school programs.
Fifty-six percent of public elementary schools reported that one or more after-school programs were physically located at the school in 2008. Forty-six percent of public elementary schools reported a fee-based stand-alone day care program; 43 percent reported one or more stand-alone academic instruction/tutoring programs; 10 percent reported a 21st CCLC, and 16 percent reported other types of after-school programs. Together, the various types of after-school programs accounted for an estimated 4 million enrollments. These include duplicated enrollments because students could be enrolled in more than one program. The proportion of public elementary schools reporting that their students attended after-school programs at another location ranged from 46 percent for fee-based stand-alone day care to 3 percent for 21st CCLCs.

Spatial Autocorrelation: Concepts, Measures, and Impact in Social Science Research
Spatial Autocorrelation is endemic in spatially oriented data used in social science research. Understanding its origins, impact, methods of detection, and ways of dealing with this problem in multivariate models is essential if spatial modeling is to make significant contributions to knowledge and policy in the social and behavioral sciences. This talk will address issues of origins, detection, and the adjustments to standard modeling techniques that have been developed to deal with the impact spatial autocorrelation has on substantive results and hypothesis testing.
Robert Nash Parker is Professor of Sociology and Co-Director of the Presley Center for Crime and Justice Studies at the University of California, Riverside. He has published widely on topics such as the causes of violence, the alcohol and violence link, and on evaluation research. Parker has two books in print, Alcohol and Homicide: A Deadly Combination of Two American Traditions (SUNY Press, 1995) and GIS and Spatial Analysis for the Social Sciences: Coding, Mapping, and Modeling (Routledge, 2008), and a third book forthcoming entitled Alcohol and Violence: The Nature of the Relationship and the Promise of Prevention.
MAPSS is an interdisciplinary methodology program designed to expose researchers to diverse modes of data collection and analysis from across the social sciences. MAPSS offers a colloquium series, a workshop, a graduate certificate program, and various research resources. Geospatial Coordination Web Site Launched by California
Government Technology, Feb 6, 2009, News Report
California Natural Resources Agency Secretary Mike Chrisman and State Chief Information Officer Teri Takai yesterday announced the launch of a new Cal-Atlas Geospatial Clearinghouse Web site to help government agencies better coordinate their geospatial efforts and allow public access to geospatial data. The innovative approach to technology will allow the general public to access maps, data and information that has not previously been accessible on a single site or from a single source.

New IES Report from the National Center for Education Statistics: "Course Credit Accrual and Dropping Out of High School, by Student Characteristics"
The National Center for Education Statistics within the Institute of Education Sciences has released the report "Course Credit Accrual and Dropping Out of High School, by Student Characteristics."
This Statistics in Brief uses data from the Education Longitudinal Study of 2002 (ELS:2002) to examine the number of credits earned by high school students and the relationship between course credit accrual and dropping out. Findings indicate that high school dropouts earned fewer credits than did on-time graduates within each year of high school, and the cumulative course credit accrual gap increased with each subsequent year. The pattern of dropouts earning fewer credits than on-time graduates remained across all examined student and school characteristics (student sex, race/ethnicity, and socioeconomic status, school location, and sophomore class size). However, the size of the cumulative course credit accrual gap between on-time graduates and dropouts varied within academic years for males versus females, Blacks and Hispanics versus Whites, and students attending city high schools versus students attending suburban, town, and rural high schools. For example, the cumulative gap between on-time graduates and 12th-grade dropouts in 2001-02 and 2002-03 was larger for males than for females, indicating that male 12th-grade dropouts were further behind their on-time peers in cumulative course credits accrued than were female 12th-grade dropouts.

ESRI News Release: ESRI's Free Online GIS Bibliography Offers a Rich Information Resource about Geospatial Technology and Geographic Science and Research

More than 75,000 Works Cited Including Books, Theses, and Articles from Academic Journals
Redlands, California—The ESRI GIS Bibliography, available at no cost from the ESRI Education and Training Web site, recently surpassed 75,000 entries, making it one of the world's largest online repositories for information about geographic information science (GIScience) and geographic information system (GIS) technology.
"Thousands of students and hundreds of professors have used the bibliography as one of their major starting points for GIS research," says Dr. Michael Gould, ESRI's director of higher education. "Besides being an educational resource, the abstracts and other materials point the way to finding other sources of information about or experts in geospatial research and technology."
The ESRI GIS Bibliography at www.esri.com/training/library also serves as an excellent resource for scholars, scientists, geographers, cartographers, and professionals in a wide range of industries who want to learn about one or more aspects of GIS technology or geographic information science in their fields, Gould says. The bibliography references more than 1,000 sources—mostly journals, magazines, conference proceedings, and books. Though mainly abstracts, the bibliography also includes some PDFs of articles, conference proceedings, book chapters, and theses. A vast array of fields and industries where the work involves geospatial technology and GIScience are covered including marine sciences, health, the environment, defense, land-use planning, surveying, petroleum, and forestry.
Dr. Duane F. Marble, professor emeritus of geography at Ohio State University, began compiling the bibliography in the late 1980s. Because Marble and other academics were each creating individual GIS bibliographies, he saw the need for a more comprehensive public resource. When Marble retired from his academic position, ESRI became curator of the bibliography. The staff at the ESRI library in Redlands, California, working with Marble, continues to update the content and maintain the Web site as a free service to the GIS and GIScience community.
"Although there are other specialized GIS bibliographies, the ESRI resource covers a broad span of disciplines, applications, and theory as well as represents the history of GIS," says Marble. "The global reach of GIS is also clear. During the early years, North America, Europe, and Australia dominated the contributions, but now we see significant input from other regions such as Asia—specifically, China."
ESRI librarian Patty Turner says the ESRI GIS Bibliography contains all the abstracts or PDFs to full papers for every year of the ESRI International User Conference going back to 1993. Many abstracts from the American Association of Geographers' annual meetings are also posted. Citations also come from hundreds of journals such as the International Journal of Geographic Information Science, Cartographica, and Applied Geography. Turner adds that the bibliography contains a lot of "gray material," which means it's often unavailable anywhere else online.
The ESRI GIS Bibliography is easy to search using either the basic or advanced search engines. The advanced search includes boxes for fields such as title, author, keywords, and abstract along with the type of material being sought and the year range. Under the search feature is an area where readers can browse for books, conference proceedings, reports, journals, magazines, and other materials. Key magazines and journals are listed for convenience. Search results may be downloaded by the user.
The bibliography continues to grow. On average, about 2,000 entries are added each month. "We hope to accomplish another milestone in 2009 by reaching 100,000 entries," Marble says.

Peter Birch joined Google in 2006. He is responsible for the direction, growth, and success of the Google Earth product family including Google Earth Free, Plus, Pro, and Enterprise, the Google Earth API and browser plug-in, and Google Earth for the iPhone. He has 17 years of professional experience in the computer graphics industry. Prior to joining Google, he was the Graphics Hardware Lead in Microsoft’s Xbox group, managing the architecture, implementation, and manufacturing for the Xbox360 graphics chipset. Before Xbox, Peter spent ten years at Silicon Graphics, Inc., working on both hardware and software projects, including the Personal Iris, Indigo, Indigo2, and Octane graphics workstations and the OpenGL and Inventor graphics library products.
Peter received a BS summa cum laude in Electronic Engineering from California Polytechnic State University- San Luis Obispo and an MBA from the University of California- Berkeley Haas School of Business.

What Do You Believe?: Challenges in gauging pre-service teachers' belief change over time
The talk examines the challenges faced when trying to assess pre-service teachers' belief change about the topic of parent involvement, specifically in regard to diverse families. First, the talk opens with fundamental information on key topics the dissertation study covers. Next, it describes the research questions and methodology of the longitudinal study. Following this segment will be an overview of the main challenges faced in the study. The talk concludes with an examination of the proposed analyses and their appropriateness for answering the posited research questions. After conclusion of the talk, the author will open the floor to discussion about and suggestions for analysis methods.
Donna Winston is a 5th year PhD in Administration and Policy Analysis at the Stanford University School of Education. Her dissertation research focuses on parent involvement and teacher education, though she spent much of her time at Stanford conducting evaluations for Stanford's charter school, East Palo Alto Academy High School.
MAPSS is an interdisciplinary methodology program designed to expose researchers to diverse modes of data collection and analysis from across the social sciences. MAPSS offers a colloquium series, a workshop, a graduate certificate program, and various research resources. From IES Newsflash: State Education Reforms Website updated
NCES has just updated the State Education Reforms (SER) website. This website is based on the report "Overview and Inventory of State Education Reforms: 1990 to 2000," and is updated periodically to incorporate new data on state education reform activities.
The SER website, which draws primarily on data collected by organizations other than NCES, compiles and disseminates data on state-level education reform efforts in four areas: 1) standards, assessment, and accountability, 2) school finance reforms, 3) resources for learning, and 4) state support for school choice options. Specific reform areas include student and teacher assessments, adequate yearly progress, statewide exit exams, highly qualified teachers, open enrollment laws, and charter schools.
In the "State Support for School Choice Options" area of the website, three tables were updated. To locate these tables on the State Education Reforms website, please look for the "Updated!" tags next to the table titles.

From IES Newsflash: Get ready for the NAEP 2009 Assessments!
Each new year brings renewed goals, fresh challenges, and the latest round of National Assessment of Educational Progress (NAEP) assessments. From January 26 to March 6, NAEP will be administered in mathematics, reading, and science to students in grades 4, 8, and 12. More than 7,000 NAEP staff will administer the assessment and associated special studies to over 1,000,000 students in approximately 19,000 public and private schools nationwide.
