I had been vaguely aware that
after the 1989 earthquake there were large sand boils in the valley. Logging onto
the web one night, I discovered a picture of one of them, located not far from
the subsequent failure of the levee.
Was the failure a repeat of the 1986 failure of
the Linda Levee
in Marysville, California?
footnotes [1] In 1991 I testified for several days and was subsequently heavily cross examined by lawyers for the State of California in connection with the failure of this levee. The evidence that I had gathered pointed clearly to a foundation failure starting with sand boils. The boiling condition was much exacerbated by the presence of an illegal sand quarry that had been opened near the failed levee. The case is currently on appeal. (Summer 1996) |
