It is contended that, in addition to being an international forum, the {UN} is comprised of a complex system of specialized agencies, nongovernmental organizations, \& affiliated groups, making it an "international community" that is independent of the states that compose it. Both the benefits \& inherent tensions of this broadly defined community are explored. It is maintained that international organizations like the {UN} provide opportunities for nongovernmental actors to exercise influence in world politics; however, international organizations can become incapacitated when the interests of states come into direct conflict with interests of the broader community. The paradox this conflict represents for theories of international relations is discussed. J. Sijthoff 1969 kent_international_2004 article International Affairs Two decades ago, the United Nations' ability to deal with disasters and emergencies was underdeveloped, essentially lacking the commitment and capacity to deal with what are now called 'humanitarian crises'. Two decades later the {UN,} its programmes and specialized agencies, has increased its technical and tactical abilities to respond to such crises in ways that are far more systematic and coherent. And yet, despite such important developments, the {UN} is not strategic in its approach and cannot escape the pressure of political manipulation that threatens the fundamental humanitarian principles of impartiality, neutrality and independence. At the same time, the process by which the {UN} increased and now maintains its enhanced humanitarian role has made the institution far more self-obsessed. These trends do not bode well when confronted with the grave prospect of an increasingly disaster and emergency-prone world. At the regional and country levels there are a large number of organizations and agencies that are involved in various marine issues in the programme areas of Regional Indigenous Organizations {(ASEAN,} {CARICOM,} {SPF.,} organizations belonging to these regions). The paper reveals that the United Nations system represents a top-down policy making and institutional approach, whereas a combination of nation-state and their regional indigenous organizations represents a bottom-up approach. The paper outlines some inefficiencies of the United Nations system and provides an option for improving the effectiveness of regional indigenous organizations. What began as a mainly "top-down" approach to institutional reform led by the major industrial countries has been broadened to a more comprehensive assessment of the role of the two Bretton Woods institutions in the international economic system, partly in response to "bottom up" pressures from international {NGOs} and other external stakeholders. Improvements have been made in the role of the two institutions in crisis prevention and crisis management, but a number of other important reforms have been under active debate and require implementation. The coordinating mechanism that has been established to achieve this is the Administrative Committee on Coordination {(ACC).} It originally comprised the executive heads of all the specialized agencies with the {Secretary-General} of the {UN} (the king) as the chairman. It now includes the executive heads of all major {UN} programmes as well. Coordination should not be pursued as an end in itself. Like all administrative concepts, it is merely a means to some end. Its utility must be weighed against the utility of a competing means to some anyone should strive to achieve it. It can appear to an outside world that a coordinated system is working smoothly and properly. However, that may only be an appearance and not reality.
