Assessment
Information regarding the assessment of California students' English Language Development can be found at the Department of Education's California English Language Development Test website.  A brief outline of the test and what it assesses can be found in the May 17, 2001 Assessment Notes from the Standards and Assessment Division.

The High School Exit Examination (HSEE) is also required of all students wishing to graduate.  This test is only offered in English.  The Frequently Asked Questions page of the HSEE website clarifies what this means for English Language Learners:
"If a school district determines that a student does not possess sufficient English language skills to be assessed, the district may defer the requirement that the student pass the HSEE for a period of up to 24 calendar months from enrollment in the California public school system. Students must have completed six months of instruction in reading, writing, and comprehension in the English language during that 24-month period. English Learners must pass the exit examination in English to receive a high school diploma."
