The State Higher Education Assessment Questionnaire

The State Higher Education Assessment Questionnaire, or SHEAQ, contains twenty-one items that elicit information about the assessment policies and practices in each of the 50 states and the influence of these policies and practices upon governance, as well as institutional practices. The SHEAQ was mailed to all 50 state academic officers in mid-December 1997.

The findings from the literature review, the policy document analyses, and a focus group conducted with state higher education academic officers in August, 1997, provide the focus and content for a survey of the 50 state higher education executive officers, or SHEEOs.

The SHEAQ sought to accomplish three goals: (1) test the assumptions and conclusions reached during research in Year One; (2) explore the dynamics of the policy process by which assessment became a state-level issue or concern; and (3) understand better the multi-faceted relationship between state-level assessment policy on one hand and the improvement of teaching and learning on the other.

Case Study Research

The primary objective of our case study research was to learn more about the impact of state policies and regional association standards on the assessment practices of postsecondary institutions and their academic programs.

We elected to conduct case studies in order to dig deeper into the underlying rationale for policy design, methods of implementation, and reasons for the outcomes produced. To do this, we examined higher education assessment policies that have been adopted and implemented during the past two decades by five state governments and three regional accreditation associations. We examined the inter-relationships of three levels: the state policies, the regional accreditation association standards, and the student assessment practices in affected colleges and universities. The emphases are on examining initial policy objectives, how the policies are implemented, and the resulting outcomes.
