COUNTRY: Chile

PROGRAM: Al Habla

LOCATION: Santiago, Chile

SPONSORSHIP OF PROGRAM: 

Interdisciplinary Program of Education Research (PIIE), Chilean Association for the United Nations (ACHNU) HISTORY OF PROGRAM:  Inaugurated October 19, 1994 after much planning and 2 months phone training.  APPROXIMATE NUMBER OF CHILDREN SERVED:  1,200 CHARACTERISTICS OF CHILDREN SERVED:  Target age 12-18, lower class youths, extremely poor or poor, troubled. HOW CHILDREN ARE RECRUITED/SELECTED:  Any child who calls is served.  PROGRAM SERVICES: 
    1. "Constructional Dialogue" telephone conversation in an open, affectionate environment. Understanding and support. 
    2. Psychological evaluation by Central University faculty for seriously urgent cases.
FINANCIAL BASIS OF PROGRAM:  European Economic Community (EEC), specifically "Terra Nova," an Italian organization sponsoring an Italian program "Teluforo Azzurro" like "Al Habla." PHILOSOPHY OR APPROACH:  To provide an accepting atmosphere for developing adults to voice tensions, conflict, and fears, with hopes of finding constructive means to deal with them.  SPECIAL FEATURES:  Also supported nationally by: the Ministry of Education, the Ministry of Planning and Development, and the U.N. Fund for Infants.
